Jeff is the Executive Director of Web3 Harbour and Co-Chair of the Enterprise Subcommittee. Web3 Harbour represents Web3 builders, investors, users, and leaders to promote an inclusive, pro-innovation environment for the decentralized internet and digital asset economy in Hong Kong. Members range from large financial institutions and virtual asset firms to innovative Web3 startups and key ecosystem players.

With over 18 years of experience in advisory, ventures, and growth, Jeff has led numerous global AI, blockchain, cloud, and data transformation projects for web3 (protocols, ecosystem & startups), large enterprises, and the public sector. He jointly leads the development of Hong Kong’s Web3 Blueprint, aligning the private sector with key policy initiatives for Web 3, including blockchain for public services, financial services, trade finance, and nurturing investments and talent in the Fintech industry.
